【摘要】:ThisguideisintendedtoassistthemanagementofthelocalEMSagenciesororganizationsinthedesign,planning,andresponseoftheirjurisdiction''sresourcestomultiplecasualtyincidents(MCIs).Thisguidedoesnotaddressallofthenecessaryplanningandresponseofpre-hospitalcareagenciestoanincidentthatinvolvesthetotaldestructionofcommunityservicesandsystems.Thisguidedoesnotaddressthenecessarydesign,planning,andresponsetobeundertakenbyamedicalcarefacilitytoaninternalorexternaleventthatnecessitatestheactivationofthefacility''sdisasterplan.Thisguideprovidesprocedurestocoordinateandprovideasystematicandstandardizedresponsebyresponsibleparties,includingthelocalelectedofficials,emergencymanagementofficials,publicsafetyofficials,medicalcareofficials(pre-hospitalandhospital),localEMSagencies/organizationsandotherswithobjectivesandtasksforthepre-hospitalmanagementofasignificantincident.Thisguideprovidesfortheestablishmentofanincidentcommandsystemwithpositiondescriptionsthatidentifymission,functions,andresponsibilitiesofthecommandstructuretobeusedataMCI.Theincidentcommandfunctionsincludebutarenotlimitedtostaging,logistics,rescue/extrication,triage,treatment,transportation(air,land,andwater),communications,andfatalitymanagement.Thisguideprovidesexamplesandothermanagementtoolsthatcanassistinprovidingtrainingobjectivesanddecisionmakingmodelsfordispatch,response,triage,treatment,andtransportationforlocaljurisdictionsexperiencingmultiplecasualtyincidents.PLANNINGTop1.1Thisguidecoverstheplanning,needsassessment,training,integration,coordination,mutualaid,implementation,provisionofresources,andevaluationoftheresponseofalocalemergencymedicalservice(EMS)organizationoragencytoamultiplepatientproducingsituationthatmayormaynotinvolvepropertyloss.Thisguideislimitedtothepre-hospitalresponseandmitigationofanincidentuptoandincludingthedispositionofpatientsfromtheincidentscene.1.2Thisguideaddressesthebackgroundonplanning,scope,structure,application,federal,state,local,voluntary,andnongovernmentalresourcesandplanningeffortsinvolvedindeveloping,implementing,andevaluatinganEMSannex,orcomponent,tothelocaljurisdiction''semergencyoperationsplan(EOP)asdefinedintheFederalEmergencyManagementAgency(FEMA)publication,CivilPreparednessGuide(CPG)1x2013;8.1.3Thisstandarddoesnotpurporttoaddressthesafetyconcernsassociatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
